In this Message, the Head of State favored an offered model of a new wage system.
Since 2015 under fulfillment of the Nation's Plan "100 Particular Steps" we were developing it.
Today, salary of an employee depends solely on the work experience and appointed category.
Meanwhile, as yet, a complexity of the work and employees efficiency are hardly taken into account.
In the line of bonuses the incentive payments tend to pay equally for all.
Introduced more than 14 years ago this system was not conceptually changed till now.
As a result, we are dealing with disparities in earnings of officeholders in both cases, between the center and regions, and between public and private sectors employees.
The new system of wages must eliminate those difficulties.
Its major distinctive is that it consists of the two parts, taking into account the range of responsibilities and effectiveness.
The first part is a guaranteed salary of an employee based on the factor-score scale, the second - bonuses.
Experts of the two leading consulting companies, the Hay Group and the Ernst & Young, involved in drafting this model.
A few words about the efforts the Agency has done in development of the factor-score based methodology.
All levels of state service community participated that.
The leading group interviewed and organized focus groups with executives and employees, including duty journeys over regions.
The resulting report consisted of a large-scale evaluation of each post in the civil service system, based on which the distribution of them was drafted.
Unlike the current registry, the levels have been elaborated depending on the necessary knowledge for performing work of a position, degree of responsibility in decisions and the final result.
Such ways in assessment of appointments still applied in public services of OECD leading countries like the US, Singapore, Malaysia, the New Zealand and others.
Currently 174 Kazakhstan companies in private and quasi-state sectors managed to introduce the mentioned methodology.
The second part of wages – the bonuses will depend on the evaluating results of employee efforts.
Let me to set out about the order of their installation in some other cases.
Today we must take a look at vital differences between the current and the new pay systems.
First, disproportions in salaries of employees of the center and regions will reduce.
The Head of State in his annual Address to the people of Kazakhstan noted.
At present, about 90% of state employees (88 out of 98 thousand) work in the field.
In daily activities they make decisions that affect the quality of life of the population.
Meanwhile, their wages are significantly different from those of ministries.
